My edition, a large paperback which I found, amazingly, in Nukuʻalofaʻs only bookstore of that time, had the title Nothing to Pay, and so did the hardcover 1920s edition which I once saw in the Harvard Library. The title evokes the motivation of a miser, whose desire is not so much money itself, but a supposedly pre-existing society -- the Celtic-- in which the cash economy was not yet predominant. Nothing, in other words, "SHOULD" have to be paid. There is also the implication that the Welsh are menaced by their religion with a punishment ("payback time") in the afterlife.
